Angesichts der zeitgenössischen Informationsgesellschaft gibt es eine breite Debatte im Hinblick auf die Möglichkeiten und Risiken bzw. Grenzen notwendiger Regulierung. Etablierte Institutionen reichen offenbar zur Bewältigung von Problemen der Kommodifizierung, der Freiheitseinschränkungen, des Missbrauchs und der Kriminalität nicht mehr aus.

In diesem Schwerpunkt werden Bedingungen und Instrumente der Regulation von Forschungs- und Technikentwicklung und deren Anwendung hinterfragt und zur Verfügung gestellt. Im Zentrum des Interesses steht dabei die wechselseitige Perspektivierung von Recht und soziotechnischem Wandel. Es gilt, empirische Kontexte nach ihren normativen Vorstellungen zu analysieren und diese hinsichtlich ihrer (juristischen) Verallgemeinerbarkeit zu problematisieren.

Untersuchungsgegenstand hinsichtlich von Innovation und organisatorischem bzw. gesellschaftlichen Wandel sind unterschiedliche Methoden wie z.B. deliberative Verfahren der Regulation, Technology Impact Assessments, ethisch basierte Designprinzipien sowie Möglichkeiten von Zertifikation und Standardisierung.

In the face of the contemporary information society there is a broad debate concerning the possibilities, risks and limits of necessary regulation. Established institutions are apparently no longer able to handle problems of commodification, constraints on freedom, misuse and criminality, etc.

In this theme conditions and instruments of regulation for research and technology development and their application are investigated and made available. Particularly important is the creation of a mutual perspective of law and socio-technological change. Empirical contexts are analyzed for their normative conceptions and these are then considered according to their (legal) extendability.

Widely varying procedures and methods such as deliberative forms of regulation, Technology Impact Assessments, ethically based design principles, and possibilities of certification and standardization are objects of examination in consideration of innovation and organizational/societal change.
